Washington State proposes Medicaid rules for mail-order incontinence supplies

United States

Washington State's Health Care Authority filed proposed Medicaid rules on August 12, 2026, to support a mail-order contract for urinary and incontinence supplies. Under the proposal, the agency would reimburse only the contracted supplier for covered supplies when Apple Health Medicaid fee-for-service is the primary payer. People enrolled in an agency-contracted managed-care organization would be outside this requirement.

The proposed contract categories included adult briefs, pull-ons, reusable or washable incontinence garments, disposable liners, underpads and several urinary-care supplies. Eligible clients would request the covered items through the contracted provider. Other proposed provisions set out quantity limits and product specifications, including absorbent cores, surface materials, leg gathers and fastening features.

The notice scheduled an online public hearing for September 22, 2026, at 10 a.m. Written comments were accepted until 11:59 p.m. that day. It stated that adoption would occur no earlier than September 23. The document presented the agency's proposed amendments and new sections of Washington's medical-supplies rules.
