India’s Ministry of Finance told the Rajya Sabha on March 17, 2026 that customs duty on adult diapers had not been increased in the Union Budget for 2026–27.
Its written reply lists basic customs duty at 10%, with a social welfare surcharge equal to 10% of that duty amount. It also records import IGST falling from 12% to 5% from September 22, 2025. The surcharge is not another 10% of the product price. The reply does not establish actual retail-price changes or the final tax liability of an individual shipment.
