Dutch materials plan sets out conditions for safe diaper and incontinence-waste recycling

Netherlands

The Netherlands’ Circular Materials Plan includes a specific framework for used disposable diapers and incontinence materials. The page states that this section took effect on December 30, 2025.

It covers waste from households, childcare and healthcare, with exclusions such as material containing cytostatic medicines. Recycling proposals must demonstrate safe treatment through a protocol addressing contaminants and the intended use of recovered materials.

The page distinguishes present requirements from possible future changes when sufficient recycling capacity exists. Producer-responsibility arrangements are described as work in progress. It therefore should not be read as confirmation that all such waste is already recycled or that a new nationwide producer scheme has begun operating.
