The Western Cape Provincial Parliament published a Social Development committee report on 29 January 2026 following a November 2025 oversight visit to KSE Tehuis Old Age Home in Kraaifontein. The report records concerns raised about persistent shortages of adult diapers in old age homes, along with the quality and sizes of products distributed. It says some products supplied to older residents were children's sizes. These are issues reported to the committee, not a province-wide stock count established by the report.
A Social Development official told the committee that the department had donated adult diapers to KSE Tehuis. The report does not give a quantity or delivery date. One committee member undertook to discuss distribution with the health minister, and the committee requested a regional breakdown of adult-diaper distribution to old age homes. The published report does not include that requested breakdown or show whether the concerns were resolved.
This oversight visit concerns supplies for residential care facilities. WDO's earlier Western Cape report concerns wheelchair users seeking supplies through clinics, a different route of provision. The figures and rules mentioned in the two sources should not be combined into one entitlement.
