GroundUp reported on October 15 that some wheelchair users in South Africa's Western Cape say the free adult diapers they receive from clinics do not last through the month. Disability Revolution, an advocacy organisation, has asked the provincial health department and the City of Cape Town for clearer rules on eligibility and quantities. Its letter was dated September 18.
The Western Cape Department of Health and Wellness told GroundUp that its policy allows a maximum of three incontinence products per person per day for up to six months. It said a standard procedure and eligibility assessment tool would be made available after approval. The City of Cape Town said a clinician assesses each person's needs, and that people who find their allocation insufficient can request reassessment. The city also said supplies were available at its facilities and that it had no stock shortages this financial year.
These are the accounts and official responses gathered by GroundUp in the Western Cape; the report does not establish the position across South Africa.
