Eco Mark certifies a product made with recycled used-diaper pulp

Japan

Japan's Eco Mark Office announced on February 27, 2026, that Love Forest toilet paper had become the first product made with material recycled from used disposable diapers to receive Eco Mark certification. The product is made by Poppy Paper in Omuta, Fukuoka, using a blend of 10% pulp recovered from used diapers and 90% pulp recycled from recovered paper. Its certification number is 25 168 001, under the scheme's category for products using recycled disposable diapers.

The diaper pulp comes from materials collected from care facilities and households and processed at Love Forest Omuta. Total Care System has operated the plant since 2005; Love Forest is its registered trademark. The announcement describes sanitary processing, including sterilisation, and strict inspections intended to ensure that E. coli originating from waste is not detected. It also says the recycling process has been assessed through life-cycle assessment with the University of Kitakyushu and other partners, and that the resulting carbon-emission reduction effects have been published.
